Honestly, why surrender when you can negotiate a truce? Try talking your way out first.
You need to lower your weapons and approach UC authorities calmly. Usually, there's a prompt or dialogue option to surrender.
Big tip: Holster your weapon (press H on PC) before getting close to any UC officer, then follow the surrender prompts.
The easiest way to surrender is to stop being a threat. No weapon = no resistance!
