You can't directly swap houses in The Sims FreePlay, but you can move Sims to different houses using the Relocate Sim option. Make sure you have empty lots or houses available for the move!

As someone who's played a lot, I've found the best way is to use the Relocate Sim feature. Simply select the Sim you want to move, then choose which house or lot you want them to live in next.

Nah, you can't swap houses directly. Just use the relocation option.
