Sadly, Luigi isn't available for level creation, but you can play as him in multiplayer mode. Just select him on the character screen.

Hey there! You can鈥檛 directly switch to Luigi while creating levels, but in Story Mode, you can press 'L' or 'R' on the World Map screen to switch between Mario and Luigi.

You need to play in multiplayer mode! Choose Luigi by selecting his icon on the character select screen before starting the course.
