You can switch to Tails in Sonic Mania by selecting him in the character selection screen when you start a new game. Just move over to Tails and hit the select button!

You simply can't switch characters mid-game unless using a mod.

I've been playing Sonic Mania for ages! To switch to Tails, just start a new game, and choose Tails as your character. He's a real flying ace!
