I had the same issue. Turn on the guitar, plug the dongle into the PS3, then press and hold the sync button on both until connected. Worked like a charm for me!
To sync the Guitar Hero controller on your PS3, press the PS button on the guitar to turn it on, then press and hold the sync button on the dongle until it starts flashing. Finally, press and hold the sync button on the guitar until the lights stop flashing. Rock on!
Hold the sync buttons on both the dongle and the guitar. You'll be rocking out in no time!
