Just enable it in settings and you're good to go. If it doesn't work, restart Steam. Easiest fix ever.
I've been using Steam Cloud for years, and once in a while, it might not sync immediately. Just be patient, or try restarting Steam. In rare cases, checking the game's properties from the library to ensure Steam Cloud is enabled for that specific game has fixed issues for me.
Forget syncing, just play! But really, check those settings. Steam automatically handles the rest.
