To tag moves in Mortal Kombat 1, just hit the 'Moves List' in the pause menu, then select the moves you want to tag. They'll be displayed on your HUD during fights!
In my experience, pausing mid-match and tagging the moves I always forget has saved me from many embarrassing defeats. Try it out!
