To tend a garden in BitLife, you need to purchase a property with a garden first. Once you have your garden, you'll see a gardening option in the activities menu. Just click on it, and voila! Instant gardener!

From my experience, you first need a property with a garden. You can then tend it by choosing 'Gardening' in the activities section. I once grew a virtual pumpkin the size of a car!
