Just take your survivor out for a spin and keep bashing zombie heads with your weapon of choice. They'll get better at it with each swing!
Use the shooting range to train ranged weapons, if you've built one at your base. Keeps the ammo expenditure low!
Honestly, the best way is just to use the weapon repeatedly. Your survivors will gain experience and get better naturally.
