How to Train with Whis in Dragon Ball Xenoverse 2?
Make sure you max out Whis's friendship meter. Do lots of Parallel Quests with him as your instructor, and you'll get there faster than Goku can eat a meal.

Ah, to train with Whis! You need to reach God Class by maxing out your friendship with him. Just keep completing his quests and using him as your instructor. Keep at it, and you'll be sipping tea with the Angel of Universe 7 in no time!
Honestly? Just spam Parallel Quests with Whis and make him your master. It worked for me!
You gotta make Whis your instructor, then grind those Parallel Quests with him until you max out the friendship meter. Easy peasy!
