First, you need to get Observation Haki. Head to the Upper Yard Second Area in Skylands and find the Lord of Destruction. After you've got it, just dodge a lot! It's all about dodging attacks from NPCs and getting that sweet XP.

To train your Observation Haki, you gotta dodge enemy attacks repeatedly. Find an NPC that won't one-shot you and just keep dodging their attacks. Rinse and repeat till your Haki levels up.

Honestly, just spam dodge while fighting enemies. You get better over time, just like real life... sort of.
