You can't directly transfer Fallout 76 from Bethesda to Steam, unfortunately. What you can do is buy the game again on Steam and start fresh there. It sounds a bit rough, but it's the only way if you really want to play it on Steam. Make sure to keep an eye out for sales; Steam often has deals going on, especially during seasonal sales!
Unfortunately, you can't transfer Fallout 76 or its progress from Bethesda to Steam. You gotta rebuy the game on Steam to play it there. I learned it the hard way.
