To trigger Heavenly Claw in Tales of Berseria, you need to use Velvet's Break Soul ability in combat when her Soul Gauge has 3 or more souls. Have fun clawing your enemies!
Just spam Velvet's Break Souls during combat once you have 3 souls. Easy peasy!
You need 3 souls in Velvet's Soul Gauge, then just activate her Break Soul to trigger Heavenly Claw. GG!
Played it last night! Build up Velvet's Soul Gauge to 3 or more, then hit that Break Soul button in combat. Worked like a charm for me.
