On iPhone? Just head to Settings -> Privacy -> Location Services -> turn it on and make sure Pokemon GO is set to 'While Using the App'.

I always get it sorted by going to Settings on my Android, then Location, then just switch it on. Don't forget to allow it for Pokemon GO specifically!
