First, make sure your Xbox Series S is set to Performance Mode in the video settings for the highest possible FPS. Also, check if the game you're playing has performance options and select the higher frame rate settings.
Honestly, if you want better FPS, just play the games that are designed to run at higher frame rates on the Series S. It's a lot less hassle!
I've done this myself. Switch your console to 'Performance Mode' under Settings > General > TV & display options. Make sure your TV supports a high refresh rate, and you're good to go!
