I had the same issue! Just press the Xbox button, go to 'Audio,' and up the 'Headset chat mixer' slider to get more volume. Worked like a charm!

Press the Xbox button on your controller, go to the 'Audio & Music' tab and adjust the 'Headset volume' slider. Easy peasy!

Check the headset itself! Sometimes there's a volume control on the headset. If not, use the Xbox button to get to 'Audio & Music.'
