Launch the PSN app, navigate to 'Settings', select 'Account Management', then 'Privacy Settings'. You'll find the 'Blocked Players' list there to unblock whoever you need.

From my experience, it's quickest to go: PSN app > Friends > Blocked Players. Then, just hit 'Unblock' next to their name!
