Head to Settings > Account Management > Privacy Settings > Block List. Find the player, click their name, and select 'Unblock'. Cheers!

Easy peasy! Just go to your PSN Friends list, find the 'Blocked Players' section, and select the person you wanna unblock. Problem solved!
