To unlock all characters in Dragon Ball Xenoverse, you need to complete the main storyline and Parallel Quests. Some characters are unlocked by collecting Dragon Balls and making specific wishes to Shenron.
I unlocked all characters by replaying Parallel Quests over and over. It took a while, but it was worth it!
