You can unlock all characters by completing the Story Mode! Stick with the narrative, and you'll get everyone eventually. Have fun wreaking havoc!

I unlocked everyone by finishing the Story Mode and completing the Challenge Tower. It's a grind, but totally worth it for all the awesome characters!
