You need to complete the single-player campaign and reach Level 30 in multiplayer. Don't forget to visit Sheldon in Ammo Knights to purchase them with your Cash!
To unlock all weapons in Splatoon 2, you need to level up your character by playing online matches. As you level up, more weapons become available for purchase with in-game Cash. Keep splatting those enemies and claiming turf!
