To unlock the Community Center in Stardead Valley, you just need to enter Pelican Town between 8 am and 1 pm after your first week on the farm. The cutscene with Mayor Lewis will kick off the storyline for the Community Center.

Patience is key! Wait until after the first week, and make sure to visit Pelican Town during the morning. Without the rain, you'll unlock the Community Center automatically with a quick chat from Mayor Lewis.
