Unlocking the Dark Zone vendor in The Division 2 requires finishing the Dark Zone recon missions. After you clear those, the vendor should be available at the entrance checkpoints.
It's simple鈥攋ust complete the Dark Zone East intro mission! Once that's done, visit the DZ East checkpoint and you'll find the vendor there.
Honestly, just finish all the required DZ recon missions. The vendor will unlock automatically afterwards. Easy peasy!
