I've done this myself: To unlock Onaga, you need to defeat him in Konquest Mode. Just keep pushing through the missions, and you'll get there!

Hey there! You can unlock the Dragon King (Onaga) in Mortal Kombat: Deception by completing Konquest Mode. Make sure to finish all the missions and follow the storyline to the end!
