You need to have Dragon Breath fighting style at Lv. 400+ then gather 5000 Fragments, 3 Dragon Scales (dropped by Dragon Crew NPCs), and a Fire Essence (you can get this from the Random Surprise NPC). After you have these items, head to the Secret Temple at the Haunted Castle to unlock Dragon Talon!
