Honestly, Goro should be an automatic unlock for his four arms alone, but you'll have to get him via DLC if you didn't pre-order MKX.

To unlock Goro in Mortal Kombat X on PS4, you needed to pre-order the game at launch. If you missed out, you can still purchase him as a downloadable character from the PlayStation Store.

Goro wasn't unlocked by default in Mortal Kombat X. Pre-order the game or get him as DLC from the PlayStation Store.
