Just steal one, lol. Seriously, go to any airport or find a helipad. The police stations usually have one. No need to unlock anything if you've got the skills to take it.

Nah, you don't 'unlock' helicopters per se in GTA San Andreas. They become available as you progress through the game. More territories you conquer, more choppers you get access to. It's all about the story progression!
