To unlock leadership in State of Decay 2, you need to max out a character's standing to 'Hero' level. Once they鈥檙e a hero, you'll see their leadership trait, which can be Sheriff, Warlord, Builder, or Trader. Then you can promote them to leader at your Command Center.
Just max your survivor's standing to Hero. Then, go to the Command Center and promote them. Easy peasy!
It鈥檚 all about getting a character to 'Hero' status. Do enough missions and zombie slaying to boost their standing.
