Lei is not unlockable in the game itself. He's DLC, so you need to purchase him separately from the digital store corresponding to your gaming platform.

You gotta buy Lei from the PlayStation Store, Xbox Marketplace, or Steam as he's a DLC character. It's worth it though, he's a beast!
