To unlock Mad Mew Mew in Undertale, you need to be playing the Nintendo Switch version. Head to the room in Papyrus and Sans's house where you fight Papyrus, and you'll find a Mew Mew doll. Interact with it to initiate the battle!

Just a heads up: this only works on the Switch version. Mad Mew Mew can be found in the same room you fight Papyrus in Sans and Papyrus's house.
