To unlock the Multi Story Renovations quest, you need to reach Level 17. Once you get there, the quest will become available and you'll be able to start it from your quest list.
Just level up to 17, and you're good to go for Multi Story Renovations!
From my experience, you just need to be at Level 17. The quest will pop up, and you can start renovating to your heart's content.
