You gotta complete The Second Dream quest! After finishing it, you'll unlock the Focus system and can start using focus points to unlock new trees and abilities.

As someone who just went through this, you need to complete The Second Dream quest first. Once that's done, you'll have access to the Focus system. From there, earn focus points and spend them to unlock and upgrade different focus trees.
