You just need to buy the downloadable content (DLC) from the online store for any extra characters you want. They aren't unlockable through gameplay alone.
You can unlock most Tekken 7 characters by simply buying them with Fight Money through the in-game store. Earn Fight Money by completing story mode, Treasure Battles, or online matches.
