Rain isn't directly unlockable in Mortal Kombat XL on Xbox One, but you can play as him in certain story mode chapters. For regular gameplay, you'll need to get the Mortal Kombat 11 DLC where he's fully playable!

As someone who's spent hours on this, trust me, Rain is only available as a playable character in Mortal Kombat 11. Mortal Kombat XL just teases us in the story mode!
