You can unlock Shao Kahn in Mortal Kombat 11 on PS4 by purchasing him as DLC. He was a pre-order bonus, but if you missed that boat, you can still snag him from the PlayStation Store.

Shao Kahn was a preorder bonus for Mortal Kombat 11. If you didn't preorder, the easiest way to get him is to purchase the DLC from the PlayStation Store. Worked for me, and he's an awesome character!
