Unfortunately, Shao Kahn is not a playable character in Mortal Kombat 9 PC unless you use mods. He’s just a powerhouse boss!

You can unlock Shao Kahn in Mortal Kombat 9 for PC by either completing the Story Mode or by using a cheat code. Pro tip: Beat the Story Mode for the full experience!

From my own experience, you gotta finish the Story Mode. Shao Kahn becomes available as a CPU-only character, though, so you can't play as him directly.
