The easiest way to unlock Shao Kahn is through Relic Hunt events. Collect Spirit Fragments by defeating bosses, then use those fragments to unlock him!
I unlocked Shao Kahn by grinding through Shao Kahn’s Tower. It's tough, but totally worth it for the ultimate boss character!
Relic Hunt events are the main way to get him. They come around every so often, so you just have to be patient!
