DLC is required. Beat 'Dino Drama' in Challenge Battle Mode.
You can unlock Shulk by clearing the 'Nopondemonium' challenge in the 'Challenge Battle Mode' available through the Expansion Pass DLC.
From my experience, beating the 'Dino Drama' challenge in the DLC's Challenge Battle Mode unlocked Shulk. Took a few tries, but he's awesome in battle!
