Unlocking sporting goods in GTA 5 is all about getting into Ammu-Nation with a shooting range. Once you progress enough in the game to unlock Trevor (which happens pretty early on), all Ammu-Nation stores with ranges become available. Just walk into one, and you'll be able to buy all the sporting goods you need. Plus, hitting the shooting range can improve your character's shooting accuracy, which is a nice bonus!

You gotta hit the Ammu-Nation stores, man. Specifically, the ones with the shooting ranges. There's no special mission to unlock them or anything. Just play through the game until you get Trevor, and boom, you're set. I remember being confused about this too, but it's really that simple. And honestly, practicing at the range is a good way to get better at the game.
