To unlock the stage select in Sonic Mania, go to the main menu, hold down the B button (or equivalent) and press Up. Simple as that!

Use the level select cheat on the title screen: hold X and press Up until you hear a ring chime. Level select unlocked!
In Sonic Mania, just enter Mania mode with your save file, then hold Y (or Triangle) and press Up. Boom, stage select unlocked!
You can unlock stage select by completing the game or using debug mode. I finished the game and BAM, stage select was there!
Just complete the game once, cheat codes are for newbs.
