You only need to beat the game to unlock all characters. It's not hard at all.
Unlock Jigglypuff by simply beating the 1-Player mode on any difficulty, and then taking her down when she appears.
To unlock Luigi, beat the 1-Player mode with all 8 starting characters and then defeat him in a match. For Ness, beat the 1-Player mode on Normal difficulty with 3 lives or fewer, and take him down in battle!
As a longtime fan, I can confirm: Luigi, Ness, Captain Falcon, and Jigglypuff are all unlocked by acing the 1-Player mode criteria and winning the challenge battles. Enjoy the game!
