You gotta hit level 30 and complete the main campaign. Then the Black Tusk invades, and boom鈥攖he pilot missions are unlocked!
Speaking from my experience, once I wrapped up the main campaign and hit level 30, those pilot missions became available immediately after the Black Tusk showed up. Pretty straightforward!
To unlock the pilot missions in The Division 2, you need to reach the endgame, which means you must complete the main campaign first. After you've hit level 30 and defeated the final boss, the Black Tusk faction will invade, opening up the pilot missions for you!
