To unlock your 'Unlocked Potential' in Dragon Ball Xenoverse 2, you need to complete all of the Advancement Tests at the Patroller Academy and reach the God Class rank. Get ready to face some tough opponents!
I did it by finishing all the Patroller Academy tests up to the Kai Class. After that, you'll receive a special mission from Elder Kai. Pass that, and boom! Unlocked Potential is yours.
