To upgrade your Command Post in State of Decay 2, first make sure you have enough resources, then head to your base management screen, select the Command Post, and choose the upgrade option. You'll need the right facility upgrade materials and a free labor slot to start the process. Keep an eye out for Influence, as you'll need some to make it happen!
You'll need resources and Influence. Once you have those, select the Command Post in the base menu and upgrade.
I spent weeks with my survivors collecting resources! Finally upgraded that Command Post when I got enough Influence and construction materials. Worth every nerve-wracking scavenger run!
