First-hand tip: I named my Eevee 'Sakura' to get Espeon and it totally worked! Just remember it only works once.

To evolve Eevee into one of its many forms, first collect 25 Eevee candies. Naming tricks like 'Sparky' for Jolteon, 'Rainer' for Vaporeon, or 'Pyro' for Flareon work once. For others, use special lures or evolve during specific times of day.
