How to Upgrade Outpost in State of Decay?
I upgraded my outposts by first improving my Command Center. Once that's done, you just need Influence and some resources. Easy peasy!

Upgrading requires you to have a Command Center at level 2 or 3, depending on the outpost upgrade. Keep scavenging and build up your base!
To upgrade an outpost, you need to have enough Influence and have unlocked the necessary Command Center level. Check your base management menu to see the specific requirements.
Make sure you have enough resources and influence points. Go to your base menu, select the outpost, and choose the upgrade option. It's that simple!
Just don't. Save your Influence for more important things like trading and calling for help. Not worth it.
