To upgrade the Lullaby shotgun, you need to purchase the weapon pack from the Base of Operations vendor. Then, just head over to the crafting bench and select the upgrade blueprint!

I've upgraded the Lullaby myself. You'll need the right blueprint and materials, then visit the crafting bench in the Base of Operations.
