As someone who actually did this last week, open up Roblox Studio, and drag your accessory into the Accessories folder. Make sure you follow all the guidelines or they might not approve it. Trust me, it's worth it once your accessory is out there!
Just make your accessory using Blender or similar, then upload it via Roblox Studio. Check out the 'Create' tab. Good luck!
Honestly, unless you have a Premium account, you can't upload your accessories. So get that first. Then go into Roblox Studio and follow the steps.
