Make sure your external hard drive is USB 3.0 or later, otherwise it won't work with the Xbox Series S. After plugging it in, you can manage your storage through the Settings -> System -> Storage menu.

Pro tip: Games optimized for Series S/X need to be on the internal SSD for best performance, but you can store and play other games directly from your external drive.
