Just go to any Ammu-Nation, drop some cash on armor, and bam, you're bullet-resistant (not bulletproof, mind you). The game automatically equips it for you. No hassle, no secret codes. Just straight-up damage reduction till your armor bar hits zero.

Using armor in GTA 5 is like giving your character a second skin that repels bullets (for a bit). Just buy armor from Ammu-Nation stores scattered around the map.
